DARTS is a government-grade document tracker built for Local Government Units — designed inside the Office of the Secretary to the Sangguniang Panlungsod where the workflow it describes was learned firsthand.

What document tracking is

Every legislative measure, voucher, contract, payroll, request letter, or memorandum an LGU office handles passes through a chain of receipt → review → action → release → filing. Document tracking is the discipline of giving every record a single tracking number, a single source of truth for its current status, and a complete audit trail of who did what, when, and why. When that discipline is digitised the office can answer the question every constituent asks — “Asa na ang document karon?” — in seconds instead of an afternoon.

Receipt & intake

Each document gets a unique tracking number on day one — DARTS-2026-000123 — and is logged with origin office, type, person concerned, and date received.

Routing & action

Every move from one office to another is one row in document_routes. Every action — approval, return, referral, sign-off — is one row in document_actions. History is appended, never overwritten.

Legislative workflow

For Sangguniang Panlungsod records: agenda date, committee referral, committee report, returned to session, final action — the full LGC §54 lifecycle, plus the file locator (cabinet · drawer · folder · archive number).

Follow-up center

Payroll, voucher, contractor billing, gasoline supply, MOA/MOU — the operational track. One-click chips surface everything that needs movement today.

Privacy by design

Office-scoped queries by default. RA 10173 access trails on every confidential read. Names and salary amounts are masked unless the role explicitly grants the view.

Appropriations, obligations, disbursements, and a balanced double-entry journal — so when an office goes to the budget officer the answer (“Pila pa among balance?”) is immediate.

About the developer

Thirty years inside the Office of the Secretary to the Sangguniang Panlungsod of Pagadian — the office where every legislative record, decision, and approval gets handled. The discipline behind these systems comes from someone who has personally lived the failure modes of paper, side-chats, and ad-hoc spreadsheets.
